The family of Renee Good, the Minneapolis woman fatally shot by an Immigration and Customs Enforcement (ICE) officer in January, has filed federal civil lawsuits against the federal government, federal agents, and officials.

“One lawsuit seeks to hold the United States liable under the Federal Tort Claims Act for the actions of federal agents,” NBC News reports.

The lawsuit alleges wrongful death, battery, assault, false imprisonment, emotional distress, and negligence.

The second lawsuit names ICE officer Jonathan Ross, White House Deputy Chief of Staff Stephen Miller, former Homeland Security Secretary Kristi Noem and others, alleging a “conspiracy to interfere with civil rights by senior federal officials, federal immigration enforcement agents, and private actors.”

Good was fatally shot by Ross on January 7.

The lawsuit, filed in Minnesota federal court, accused Ross of placing himself at risk by standing in front of Good’s car during the confrontation.

More from The New York Times:

That suit says Ms. Good’s death was the result of an immigration operation in Minnesota that was driven by unconstitutional racial animus against Somali and Hispanic people.

“She was killed on a public street, while doing what thousands of her neighbors were doing that winter: watching masked, armed men terrorizing her community and refusing to look away,” the lawsuit says.

The second lawsuit, which lists the U.S. government as a defendant, is filed under a 1964 law that allows plaintiffs to seek redress for deaths caused by negligence.

The White House and the Department of Homeland Security did not immediately respond to requests for comment.

Ms. Good, a U.S. citizen, was fatally shot inside her vehicle a few blocks from her home in south Minneapolis. The shooting followed a brief argument that she and her partner, Becca Good, had with immigration officers who were part of a surge of agents deployed to Minnesota to round up undocumented immigrants last winter.

Ms. Noem and other top administration officials quickly said the shooting was justified and accused Ms. Good of trying to run over the ICE agent with her vehicle.

The lawsuits follow Good’s mother and brother, Donna and Brent Ganger, testifying before Congress in a joint hearing on fatal shootings by federal immigration officers.

“I’m a registered Republican. I voted for President Trump under the impression that these agents were here to protect the citizens of the United States, innocents like our family and the others here, against terrorists,” Donna Ganger said.

“Certainly not to accuse those of us here of being terrorists and take precious lives. This is madness,” she continued.

NBC News shared further:

Good, 37, was fatally shot in the driver’s seat of her SUV during a Jan. 7 encounter with Ross. The killing occurred about a month after the Trump administration surged 3,000 immigration agents to the Twin Cities in what officials have dubbed Operation Metro Surge. Agents descended on Minnesota after right-wing influencers renewed scrutiny in a state fraud scandal involving Somali nationals.

The operation triggered massive protests and significant pushback from state leaders. It ended in February.

The shooting was captured on cellphone video. It showed Good’s partner, Becca Good, standing outside the SUV calling Ross “big boy” and telling him to remove the covering from his face. Other officers at the scene could be heard telling Good to get out of the car. In the video, Good is seen turning the steering wheel away from Ross and beginning to drive.

Multiple gunshots can be heard in the video before Good’s SUV crashes into a parked car. In a separate video recorded by Ross, a male voice could be heard saying “f—ing b—-” moments before the crash.

Trump administration figures, including President Donald Trump and Noem, defended Ross’ actions and claimed Good was an agitator who tried to run the officer over with her vehicle. Witnesses told NBC News at the time that Ross didn’t appear to be in the direct path of the SUV.

Noem said Ross was treated at a hospital for injuries he sustained in the incident and was released soon after. A DHS official previously told NBC News that Ross sustained internal bleeding but did not elaborate on his injuries.
