Federal agents say they stopped an 18-year-old from carrying out an ISIS-inspired massacre at the Mall of America before a single innocent person was harmed.
The target was not random.
According to the federal complaint, Sheikhdoon Abdullahi Mohamud chose the mall’s October 24 Hmong Arts Celebration because he expected a large crowd.
Investigators allege he wanted to kill non-Muslims, talked about murdering 30 to 60 people, and obtained an AK-style rifle with roughly 200 rounds of ammunition for the attack.
The plan ended Tuesday in a park in Richfield, Minnesota, when the person Mohamud believed was helping him turned out to be an undercover FBI employee.
Local reporter Paul Blume shared the first look at the federal case and the man now facing a terrorism-related firearms charge:
FOX 9 reports that Mohamud is charged with one count of knowingly receiving a firearm and ammunition while knowing, or having reasonable cause to believe, they would be used for a felony and a federal crime of terrorism.
The complaint describes a case that began long before the alleged attack date. It also explains why investigators believed the threat had moved beyond angry online rhetoric.
A confidential source started exchanging messages with Mohamud in December 2024. Authorities say those conversations continued across social-media and encrypted-messaging platforms for nearly two years.
Prosecutors allege Mohamud first discussed leaving the United States to join al-Shabaab or ISIS in Somalia. When he could not afford the trip, the complaint says, he turned toward attacking Americans at home.
By July, the Mall of America had emerged as a possible target alongside Valleyfair amusement park.
Investigators say Mohamud identified the mall’s Jewish ownership as one reason for targeting it and pointed to the deadly antisemitic attack at Bondi Beach in Australia as an inspiration.
By September, authorities say the plan had narrowed to the Hmong Arts Celebration on October 24. Mohamud allegedly said the event would bring “a lot of people” into the mall.
After watching footage of the 2016 Pulse nightclub massacre in Orlando, he allegedly wrote, “I just walk in and shoot.”
The complaint says Mohamud also uploaded a video to Discord pledging allegiance to ISIS. Federal officials described the messages as chilling evidence of ideological commitment, hatred toward people of other faiths and an intention to turn that hatred into mass violence.
FBI agents had already tried to contact his family in May 2025, when Mohamud was 17. His father declined to share information and directed agents to an attorney, according to the complaint.
Minnesota U.S. Attorney Daniel Rosen announced that the FBI had disrupted the alleged plot before Mohamud could reach the mall:
Valley News Live reports that Mohamud allegedly recorded a video pledging allegiance to ISIS and its current leader. The complaint also says his discussions included other mass-casualty attacks and the possibility of striking in Minnesota if overseas travel failed.
The federal operation moved into its final stage on October 6. By then, investigators had documented an alleged target, date, ideology, intended death toll and request for a specific firearm while the selected event was less than three weeks away.
Mohamud allegedly met with an undercover FBI employee whom he believed was affiliated with ISIS. Authorities say he paid $600 for a Norinco AK-style rifle, four magazines and approximately 200 rounds of live 7.62×39 ammunition.
The rifle had been rendered inoperable for safety.
Agents arrested Mohamud immediately after he left the undercover employee’s vehicle with the weapon and ammunition. No attack occurred, and no one was injured.
The charging papers identify the rifle as a Norinco Mac-90 Sporter and the ammunition as live 7.62×39 rounds. The undercover exchange gave agents a controlled point to intervene after investigators concluded the alleged plan had moved from violent talk to acquiring the means for an attack.
The complaint also says Mohamud considered Valleyfair amusement park as another possible target and discussed buying handguns online before the Mall of America plan took shape.
The earlier attempted contact with Mohamud’s family led Rosen to urge parents across America to take federal warnings about possible radicalization seriously.
Bring Me The News reports that Mohamud is accused of intending to kill at least 30 people, including Asian attendees and other non-Muslims, at the October 24 celebration. The outlet reported Wednesday that he was being held at the Sherburne County Jail.
The Minnesota outlet noted that Mohamud was arrested during what he believed was a meeting to buy the rifle and ammunition. The complaint names the alleged target date, selected crowd and completed weapon transaction.
The charge is narrow but grave. It centers on receiving a firearm and ammunition while knowing, or having reasonable cause to believe, they would be used for a felony and a federal terrorism crime.
The broader attack allegations will now be tested through the federal court process.
FBI Director Kash Patel said the alleged plot demonstrates why counterterrorism work cannot wait until a gunman reaches a crowded public place:
This was not loose talk discovered after blood had already been spilled.
The government alleges there was a chosen date, a chosen crowd, an ideological pledge, a stated death toll, a purchased rifle and hundreds of rounds.
The Mall of America draws families from across the country. The Hmong Arts Celebration was supposed to be exactly what its name promised: a public celebration of art and culture.
According to prosecutors, Mohamud saw that crowd as an opportunity for mass murder.
The FBI saw the threat first.
Mohamud has been charged, not convicted. The allegations must still be proved in court, and he is presumed innocent unless and until a jury finds him guilty.
But the innocent families who would have filled that mall on October 24 do not have to wait for a verdict to be grateful that federal agents were already there.
