Shannon Taylor, a top Henrico County prosecutor who campaigned as a law-and-order Democrat, defeated Rep. Rob Wittman (R-VA), who has represented Virginia’s 1st Congressional District for nearly two decades.
The Associated Press called the race for Taylor on Thursday afternoon. She was leading by about 2 percentage points at the time of the result.
Wittman won reelection in 2024 by about 13 points, while President Donald Trump carried the district by 4.9 points. Stretching from Richmond’s suburbs through parts of Hampton Roads, the district had long been considered Republican territory. But with Trump’s approval ratings under pressure and affordability weighing on voters, Democrats viewed the contest as a prime opportunity to flip a GOP-held seat in their fight for control of the House. All 435 House seats are up for grabs.
Taylor made Wittman’s lengthy tenure in Washington a central campaign issue, arguing that his financial gains reflected a political class increasingly disconnected from ordinary voters. Her television ads highlighted his congressional stock holdings and rising net worth. Wittman countered that much of his increased wealth came from inheritances after his parents and in-laws died.
Throughout the campaign, Wittman frequently pointed to immigration, homeland security, and housing costs as issues voters raised with him. He argued that another term in Congress would allow him to follow through on promises made to constituents.
Taylor pledged to push for a ban on congressional stock trading, term limits, a lifetime ban on former members of Congress becoming lobbyists, and tougher penalties for politicians who misuse taxpayer money.

Virginia’s 1st District encompasses a vast geographic area, stretching from Richmond’s suburbs through the Northern Neck, Middle Peninsula, Historic Triangle, and portions of the Virginia Peninsula. Its suburban, rural, and coastal communities have distinct political and economic concerns.
The rapid expansion of data centers also became an issue in the race, as communities grapple with the facilities’ demands for electricity, water, and local infrastructure.

Taylor argued that residents should not shoulder the costs of supporting data centers. She also accused Wittman of a financial conflict due to stock holdings in companies in the industry.
Wittman said local governments should have the final say on whether to build data centers and argued that developers should pay for the infrastructure they need.
