You have likely heard about the DOD Fortress Plan. This is a program paid by you and me to protect the people that work for us in Government at military installations or underground bunkers from nuclear, biological or EMP attacks.
Pete Hegseth, Secretary of Defense at the War Department, just announced a test of the emergency survival system called Fortress. This calls for our Government to go through an enterprise continuity “simulation” to see how well it can survive a major attack on our homeland. The test will involve operating off the grid for a period of 3 months using non internet based communication systems like smoke signals and Dixie cups. While Americans at home…well, read on.
Our continuity programs are to make sure important people (i.e. Government people) survive catastrophic domestic and foreign attacks. Unfortunately, there is no ”fortress” requirement to assure any chance of you or your families survival should the worst happen.
We are living in a time when the infrastructure that matters most protects Government first and at all costs. That includes the AI controlled data centers that stores real time information on every citizen in America. This will also help them figure out who lives and dies if we suffer a large scale attack from the enemies we are pushing into a corner, e.g Russia and Iran. They say this is all for your protection and security. Not theirs.
Fixing critical broken Interstate highways and replacing deteriorating underground utilities are now secondary to the Dr. Strangeloves in charge of nearly every First World Government, installed by Mr. Global. Where does this leave us, the useless eaters?
It means when America is attacked en masse by “bad actors” the useless people will be told to “shelter in place” in our stick built homes and cheap apartments while they and a handful of Mr. Global’s prime movers and surveillance state gazillionaires are bunkered down in real shelters. Underground or on islands with nearly unlimited power and food supplies.
It also means you and your family must try to survive conventional and nuclear attacks without power, food and maybe water for extended periods in your home, tent or under a bridge.

Where’s our Shelter?
On October 28, 2026 a fire occurred at the Savannah River Site DOE facility 10 miles south of Aiken SC that (re)processes spent nuclear waste from power plants and decommissioned nukes. As a precaution against dying, the people that work there were told to “shelter in place.” 1
So, while Russia is concerned about protecting their citizens, a US Government DOE site that processes radioactive materials has no “fallout” shelters to protect workers from lethal doses of those radioactive materials.
Instead, please “shelter in place”.
Here are what three “independent” news outlets reported simultaneously on the October 28, 2026 fire at the Savannah DOE Nuclear Waste Site:
This should tell you two things.
One, there are no fallout shelters at government facilities for employee protection from radioactive releases at places that have the highest risk for radioactive releases.
Secondly, our news media is still being controlled inside a global information monopoly laughably called the Trusted News Initiative that would make Orwell jealous.

By early 2020, Mr. Global’s AP newspeak guidance to all media outlets specified the sickeningly sheepish phrase “shelter in place” in reference to what people must do in a “pandemic”. This phrase is now being used derogatorily to a subservient and lower caste population for every predictable catastrophe in a increasingly dangerous world.
AP required these changes for virtually all media outlets to stay in the graces of NWO leaders at the World Economics Forum. That is if they wanted to be considered an acceptable and credible source of news and other government sponsored information in the Trusted News Initiative.
“SHELTER IN PLACE” PHRASING – AP RECOMMENDATIONS (MARCH 2020)
Back in the days before the NWO was rolled out on November 3 2020 2, we used to have civil defense shelters for just such an occurrence. Before the plandemic, nobody even used the stomach turning “shelter in place” phrase.
There used to be other options to protect large populations in America.
Of course, the “Duck and Cover” nonsense back in the 1950s was crazy and the public knew it. That was exactly why we as a Nation decided to at least try some level of public protection. After all, we paid massive amounts of taxes to assure our safety and the safety of our families.
For a while, we mostly got it.
CIVIL DEFENSE
The Federal Civil Defense Administration (FCDA) was established by President Harry S. Truman in 1950 to coordinate federal, state, and local civil defense programs, including the promotion and construction of fallout shelters.
Initially, the program focused on home protection, testing and offering the most cost-effective design solutions for residential use. The agency published blueprints for do-it-yourself shelters such as basement block shelters, plywood box shelters, and corrugated culvert shelters.
My family moved into a house in Clayton MO that had a nice bomb shelter. It was tucked in the corner of our basement and was constructed with concrete filled HCB walls (2 hours fire protection) and had a filtered ventilation system, battery powered refrigerator, pre-microwave hotplate and a bunch of canned food. But for a 10 year old in 1965, it was also a great clubhouse.
These designs were questionably marketed as affordable protections against radioactive fallout. That these structures wouldn’t actually provide significant fallout protection didn’t matter if they could provide peace of mind and maybe protect families if their home came crashing down. It was the thought that counts. Still, and partly for these reasons, there was a major shift from Private to Public Shelters for provide better large scale protection from hot wars and weather events.
Not a bad idea.
Protecting the Public
A successor agency to FCDA, the Office of Civil Defense (OCD), launched the National Fallout Shelter Survey in 1961 to identify and mark existing public buildings capable of protecting large populations from fallout.

Our public shelters have all but disappeared for the general population in America. But, as we have seen, they continue to be used and updated to protect Russian citizens – and America’s most important people. Not you.
Apparently, after the Berlin wall fell somebody figured out that we were now safely immune from large scale attacks because we were at peace with Russia. Nonsense. The threat of WW3 became falsely non-existent because Russia and the United States had and still maintains a nuclear arsenal large enough to blow up nearly everything on the planet 100X over (Ed. Note: the cumulative nuclear yield in post Cold War 2026 is equivalent to 120,000 Hiroshimas or 12,000,000,000 dead people).3
The U.S. public fallout shelter program was discontinued in the late 1970s, well before the collapse of the USSR in 1991. This resulted in the widespread neglect, decommissioning, or repurposing of these facilities.
When Cold War tensions eased, funding ceased, and most shelters were converted into storage rooms, wine cellars, or mechanical spaces, while the iconic green signs were gradually removed from buildings.
Public shelters were slowly shut down all over America as our Government decided to shift resources from our protection to theirs.
Not many complained because they never told us what they were doing. Besides, Americans just wanted to move on. We were ready for the economic “peace dividend” that moved our economic resources back to the domestic programs we demanded. World Peace had finally arrived. The Military-Industrial complex hated it all but they went along because they got invited to the Armageddon protection ball. 4
However, in our rose colored glasses optimism we neglected a simple risk management truism:
Fast-forward a few decades and times have changed.
Trump’s war mongering ship of fools seems obsessed with moving us closer to the brink of another world war with Russia and/or their proxies in the Middle East. Unlike the Cold War era where nuclear and biological weapons were the concern, we also have the more probable likelihood of an EMP attack on our increasingly fragile economy based almost entirely on an Internet infrastructure easily subject to domestic and foreign attacks.
A fallout shelter won’t help us with that. However, this doesn’t mean we should not prepare for a Nuclear attack or dirty bomb where, unless it is not a full scale attack, you might be in a survivable fringe area.
Regardless of all the possibilities if you live in any of the “Democratic” NWO nations, you will be told to “shelter in place” as your elected officials go to the nearest fortress to carry out the all prime objective: their survival.
Whether private or public bomb shelters increases our survivability is not the point. What should be concerning is that in a large scale attack it will be the Russians that have a modicum of a chance. We have none. We are expendable.
It didn’t used to be that way here and in the UK, Canada, Australia and EU.5 All of those Governments in the New World Order have now decided to protect themselves with the money we gave them meant for our protection.
So when the worst happens, like a fire at a radioactive waste processing site in South Carolina, we will go through what we did during the Covid Sheep trials. We will be told to “shelter in place”.
Because there is no other place.
Postlude
That public or private bomb shelters are effective protection against nuclear attacks or fallout is inconsequential. What matters is that properly designed public shelters could provide limited protection for human survivability for catastrophic events on the fringes (ex ground zero vaporizing incidents), yet have been eliminated as a matter of public policy. And, that Western governments moving towards a new world order have elected to assure their protection over ours.
With friends like that, who needs enemies?
Mother Russia thinks otherwise. For all the Putin negatives, he at least seems to give a damn for his own people.
