What Democrat Control of House Means for Trump

Democrats are projected to retake control of the House in Tuesday’s midterm elections, threatening impeachments and investigations of the president and administration officials.

Democrats will now control committees and hold subpoena power, with the ability to launch investigations, hold hearings, and impeach the president and members of his Cabinet.

The president and vice president barnstormed the country this election cycle in an intense effort to fend off a blue wave, visiting red, blue, and purple states alike to support GOP House and Senate candidates. The president’s 32-day midterm blitz included a visit to a new state almost every night, and sometimes two rallies in one day.

President Donald Trump’s intense effort to maintain the House was not without reason: In August, Rep. Ro Khanna, D-Calif., described Democrats’ playbook for House control, “When we take back the House, when we take back the Senate—we subpoena, we investigate, and we prosecute.”

A GOP operative said Democrats will not jump straight to impeachment in order to ward off the appearance of lawfare. They will begin with investigations and subpoenas, then shift over to impeachment.

Investigations are expected into Trump’s White House ballroom, Donald Trump Jr.’s potential profit from the president’s cryptocurrency agenda, and the $400 million jet gifted to Trump from Qatar for use as Air Force One.

Rep. Robert Garcia, D-Calif., the ranking Democrat on the House Oversight Committee and likely committee chair, promised to investigate the president after the midterms.

“From sketchy Pentagon contracts lining the pockets of the president’s sons, Trump’s crypto billions, and the shady backroom deals for Trump donors, we will ensure we combat corruption when Democrats take back the House in November,” he said.

Meanwhile, Trump said he’s “not going to let them [Democrats] ruin” the remaining two years of his presidency.

“I guess I’ll become Mr. Veto,” he told the New York Post’s Miranda Devine. “And then at some point, we’ll probably make deals,” he continued. “That’s what’s happened. I mean, this wouldn’t be the first time.”

About impeachment, House Minority Leader Hakeem Jeffries, D-N.Y., told reporters, “We haven’t ruled anything in, and we haven’t ruled anything out.” Jeffries added that Democrats will “hold every single member of the Trump cartel accountable.”

Democrats won the House during Trump’s presidency in 2018 and used their power to impeach him twice, first in 2019 for allegedly withholding aid to Ukraine while pressuring the country’s president, Volodymyr Zelenskyy, to investigate Democrat Joe Biden. The House impeached Trump again for allegedly inciting an insurrection on Jan. 6, 2021.

The Democrats have a large enough House majority to impeach Trump a third time, but Democrats in the Senate are unlikely to gather the two-thirds majority necessary to convict. They would likely proceed with a vote for political theater, a Republican operative told the Daily Signal.

Democrats may also attempt to repeal parts of Trump’s One Big Beautiful Bill Act, which he regularly touts for its tax cuts for working families and border security measures.

They could introduce individual pieces of legislation that repeal the enacted law for portions of the law, such as the provision removing illegal immigrants from Medicaid.

Sen. Elissa Slotkin, D-Mich., signaled last week that more lawfare is coming for young Republicans who work in the Trump administration.

“I want young people coming out of school to say, ‘Should I go work for the Trump administration? Like, that sounds fun, I might get an opportunity.’ I want them to be like, ‘Lord, that might be buying myself a ton of problems that I don’t want, and so let me avoid participating in that,’” she said at a University of Chicago forum. “I want that deterrence message.”
