A family walked into Morgan Wallen’s Baltimore concert expecting a night of country music.
They say they walked out after a stranger exposed himself and urinated on four members of their group—including an eight-year-old girl.
Then came the part that has people across the country furious:
No one was arrested at the stadium.
The entire confrontation with police was captured on video.
The four-minute recording does not show the alleged urination. It shows what happened afterward, as an angry family demanded answers from uniformed officers inside M&T Bank Stadium.
The man recording repeatedly asks why the accused concertgoer is being allowed to leave. Officers attempt to explain what they can do after arriving once the alleged act was already over.
Voices rise, several officers gather near an exit, and the family remains visibly outraged. The encounter ends without the arrest they wanted.
The family’s allegation is sickening.
A post relaying Troy Grevelding’s account says the man was positioned behind the family when he exposed himself. Grevelding alleges that he, his wife, his brother, and his young niece were all struck.

The social-media accounts say officers took the man’s identifying information, completed a report, and told the family they could pursue charges afterward.
As of Monday afternoon, no criminal charge or on-site arrest had been publicly confirmed. The identity circulating in some posts has not been independently verified by WLTR, so we are not publishing it as established fact.
There is also an important distinction between what the family says happened and what the video proves. The clip documents their accusation and the police response, but it does not capture the alleged act itself.
Why didn’t police make an immediate arrest?
The answer may turn on Maryland’s rules for warrantless arrests, the potential charge, and exactly what evidence officers had at the scene.
The Maryland General Assembly states that an officer may make a warrantless arrest when a felony or misdemeanor is committed in the officer’s presence or view. An officer may also act when there is probable cause to believe such an offense is occurring in the officer’s presence.
The statute gives officers broader warrantless-arrest authority when they have probable cause to believe a felony has been committed, even if they did not personally witness it. Other Maryland provisions create additional exceptions for certain offenses and circumstances.
That legal framework helps explain why an officer arriving after an alleged misdemeanor may lack authority to make an immediate arrest based solely on an accusation. It does not settle this case, however, because the public does not yet know what offense police considered, what witnesses were interviewed, what security footage existed, or whether officers believed any exception applied.
In other words, the clip is enough to raise serious questions. It is not enough by itself to deliver a final legal verdict on the officers’ decision.
This happened during a massive stadium weekend.
M&T Bank Stadium scheduled Morgan Wallen’s “Still the Problem Tour” for Friday, July 17, and Saturday, July 18. The announced lineup included Brooks & Dunn, Ella Langley, Gavin Adcock, and Jason Scott & The High Heat.
The venue seats tens of thousands of people for major events, and the two-show stop brought a huge crowd into downtown Baltimore. Stadium events of that scale depend on layers of private security, venue personnel, and law enforcement to respond when something goes wrong inside packed seating sections.
The available accounts do not clearly establish which night the alleged incident occurred or how quickly the family first alerted security. They do establish that, by the time the recording began, the family believed the accused man had been identified and was still being permitted to leave.
That is the moment now spreading across X.
People can debate the limits of warrantless-arrest law. They can debate what officers should have done after arriving late to an allegation they did not witness.
What should not get lost is the eight-year-old girl at the center of the family’s account.
If the allegation is substantiated, this was not harmless drunken foolishness. It was a degrading act inflicted on a child and three members of her family in the middle of a crowded public event.
The family deserves a serious investigation, a clear explanation, and a process that does not end simply because the accused man walked out of the stadium that night.
