Russian President Vladimir Putin has allegedly proposed a summit between himself, President Trump, and Chinese President Xi Jinping to negotiate an end to the Ukraine War.
Ukrainian President Volodymyr Zelenskyy reportedly would not be included in the summit.
Russian President Vladimir Putin has proposed that he, President Trump and Chinese leader Xi Jinping meet next month to attempt to negotiate an end to the war in Ukraine that would favor Moscow, said people familiar with the discussions.

CNBC shared further:
The meeting was mentioned in a phone call to Trump on Oct. 9, the Wall Street Journal reported on Monday, citing a former Russian intelligence officer briefed on the matter. Such a summit may take place at the Asia-Pacific Economic Cooperation summit in November in the Chinese city of Shenzhen, according to the report.
The call also produced a deal for Moscow to sell diesel on the global market.
U.S. Secretary of State Marco Rubio said early Monday that “there’s been talks of a meeting. I don’t know whether it’s been finalized, but the president has been clear,” he said in comments reported by Reuters.
“The president is open to anything that he can do to help bring a war to an end, if it’s possible, and we’ll continue to look for opportunities to do that,” Rubio told reporters during a visit to Uzbekistan.
On Friday, Trump invoked a waiver to lift sanctions against Russia under a bill Congress passed last month.
“My decision on Russia is a very simple one. I am in the process of negotiating Peace in the war between Russia and Ukraine, and don’t want to do anything that will drive, foolishly, Russia away from the bargaining table. Great progress is being made, and that includes current hostage negotiations! Signing that document at this time will do that, and I can sign it later, or any time that I want! Perhaps more importantly, Russia is doing very little, if anything, to help the Islamic Republic of Iran, compared to what they could be doing, and I want to keep it that way, and will, unless stupid people get in the way,” Trump said Sunday.
“Lastly, Zelenskyy is using Diesel Refineries in Russia as a target, knowing that these attacks are seriously hurting the world diesel markets, including those in the United States. Farmers, ranchers, and businesses of all kinds are suffering greatly from this, but Russia is, nevertheless, sending, at a low price, millions of barrels of diesel to the World. Zelenskyy doesn’t care, and frankly, with all of the money that Europe is famously giving him, and that Crooked Joe Biden gave him in the past, he doesn’t want to end this war, and probably never did,” he continued.
“He could have made a better deal two years ago than he can now. His country is in shambles, a large portion of his land is lost, his oceans and seas are gone, and his male population is low, wounded, and/or dead. I WANT THIS WAR END!” he added.
“Sanctions relief will continue. I think the diesel deal and the move regarding the Lindsey Graham Act are not the end of it. Unfortunately. It’s unfortunate because we all had great respect for Lindsey. He devoted his life to America. We had an excellent relationship with him. And shortly before the tragedy, Lindsey was in Ukraine. He always supported us very strongly and pushed for as much assistance to Ukraine as possible,” Zelenskyy said.
“It’s difficult without him, I’ll be honest. I want to thank both Democrats and Republicans who supported his bill. That was a major victory: this truly bipartisan support. And now, the decision to undo all of this, to block all of it, seems wrong to me. And it definitely helps only the Russians. It only fuels their satisfaction and their desire to keep killing people. This certainly does not stop the war,” he added.

CNN has more:
The Kremlin said Monday that “given that all three heads of state might potentially take part in the summit in China, the topic of such a hypothetical meeting was indeed mentioned.”
“However, no concrete proposals or agreements – neither regarding the meeting itself nor its potential agenda and content – have been discussed or put forward by anyone,” Kremlin spokesman Dmitry Peskov told reporters. A spokesperson for China’s Ministry of Foreign Affairs said, “I have no information to share at the moment.”
Ukraine is keeping up long-range strikes into Russia. Russia’s defense ministry said it shot down 1,015 Ukrainian drones overnight into Sunday over various parts of the country.
One target was the St. Petersburg Oil Terminal, according to Russian authorities. The terminal can handle up to 12.5 million tons per year. Ukraine’s Fire Point company, which makes the drones used in the attack, said there was a fire on the terminal’s grounds following the strike.
A logistics centers in St. Petersburg was also attacked, according to Ozon, a Russian distribution company, as well as a data center for the Russian VKontakte social media platform.
One person was killed and five wounded in the attacks, with residential homes damaged as well, according to local authorities.
“They shot one down right above us: there was one bright flash, and it shook us up quite strongly,” a 41-year old resident of St. Petersburg told CNN.
“I heard a roar, got everyone out of their beds, took the cat, and we hid in the bathroom,” another said.
Ukraine’s strikes come amid Zelensky’s deteriorating relationship with Trump, who last week called Kyiv’s strikes on Russian oil refineries a “disgrace.”
A week ago, Trump said Russia and Ukraine had agreed to stop attacking each other’s energy infrastructure, as the White House tries to relieve pressure on oil and diesel prices ahead of crucial midterm elections.
