Law enforcement arrested an individual in connection with the detonation of an incendiary device near 26 Federal Plaza in New York City on Monday morning, a FBI spokesperson said.
The explosion was heard around 8:30 a.m. Immigration officers and FBI agents rushed to the scene, filled with smoke and a small fire, videos posted to social media show.
The FBI’s New York Joint Terrorism Task Force is investigating the incident.
New York Mayor Zohran Mamdani issued a statement calling the incident “deeply disturbing,” adding that his team is working with the NYPD and federal authorities to support the investigation.
“What occurred outside 26 Federal Plaza this morning was deeply disturbing,” Mamdani said. “I’m relieved no one was seriously injured and that a suspect is in custody. My team is in touch with the NYPD and we will support the federal investigation.”
“Our administration will continue to ensure that every New Yorker is safe in their city — and hold accountable any who threaten that,” he added.
The suspect reportedly wheeled a cart near the building, which police said contained fireworks and airsoft rifles.

The Federal Plaza is home to several major government entities, including a federal immigration court and an Immigration and Customs Enforcement field office. ICE operations have been under intense scrutiny in recent weeks after two officer-involved shootings in Maine and Texas.
The Manhattan building issued a shelter-in-place order following the incident.
Authorities have not named a possible motive for the incident, nor disclosed the identity of the suspect in custody. The suspect is reportedly an individual with a history of engaging in anti-ICE protests.
The New York Fire Department said three civilians suffered minor injuries, only one accepted medical attention and was transported to a nearby hospital.
