Questions surrounding Democratic fundraising platform ActBlue are back in the spotlight after veteran Michigan journalist Charlie LeDuff published an investigation centered on an 88-year-old Michigan woman whose federal donation records appear to conflict dramatically with her own recollection of her political giving.
The report focuses on Elizabeth Waffle, a retired widow living in rural Michigan, whose name appears in Federal Election Commission records as having made nearly 15,000 political donations totaling more than $150,000 over the past five years through ActBlue. Waffle, however, told LeDuff she does not believe those figures are accurate and insisted she has never had that kind of money to contribute.
The investigation comes as Democrats battle for control of critical swing states ahead of another closely watched election cycle, with Michigan expected to once again play a pivotal role in determining control of Congress and future national races.
LeDuff visited Waffle at her trailer home after reviewing publicly available campaign finance filings. According to the journalist, Waffle moved into the trailer after her home burned down roughly two years ago and now lives on a modest pension with limited internet access. When shown paperwork reflecting almost 15,000 donations worth roughly $150,000, Waffle appeared stunned.
“One hundred and fifty thousand?” she asked. “Hell no. I don’t have that kind of money.”
According to LeDuff, Waffle acknowledged making occasional small political donations and said she has contributed to Democratic causes through ActBlue. However, she rejected the idea that she made thousands of contributions or donated anywhere close to the amount reflected in campaign finance records.
“I think it’s wrong,” Waffle said after reviewing the documents. “I think there’s something in there that’s off.”
LeDuff also questioned Waffle about records that appeared to show donations originating from two different addresses on the same day. Waffle explained that she temporarily lived in an apartment after her home burned down while still owning her rural property, but said she had no explanation for the multiple donations listed in her name.
The investigation specifically highlights Democratic Senate candidate Abdul El-Sayed, who has promoted his reliance on grassroots fundraising while rejecting corporate PAC money. According to LeDuff, El-Sayed’s campaign has touted its success raising money through ActBlue, claiming to have significantly outraised his primary opponent in small-dollar donations.

LeDuff argued that candidates benefiting from the fundraising platform should answer questions surrounding its donor records, particularly as ActBlue continues facing scrutiny from lawmakers and investigators.
ActBlue has become the subject of multiple congressional and state-level inquiries examining its donation processing procedures. Republicans have raised concerns that the platform’s system may be vulnerable to fraudulent or improperly attributed donations, while ActBlue has consistently maintained that it follows federal campaign finance laws and employs fraud detection measures.
The issue gained additional attention after ActBlue CEO Regina Wallace-Jones appeared before Congress earlier this year. During questioning, Wallace-Jones invoked her Fifth Amendment right against self-incrimination multiple times while declining to answer several questions regarding the platform’s operations.
No court has concluded that ActBlue intentionally falsified donor records, and investigations into the platform remain ongoing.
Still, LeDuff argues that Waffle’s case raises serious questions that deserve answers.
During their conversation, Waffle explained that she does not own a computer and experiences unreliable internet service at her home, making the reported frequency of donations even more puzzling to her. At one point, LeDuff asked whether she could demonstrate how she normally makes political donations. Waffle replied that she typically uses ActBlue whenever she contributes to Democratic candidates.
With Michigan once again positioned as one of America’s most important battleground states, the allegations are certain to intensify calls for greater transparency surrounding political fundraising and the accuracy of federal campaign finance records.
