Washington Examiner Executive Editor Bob Cusack says Republicans desperately want President Donald Trump to focus on selling the One Big Beautiful Bill Act to the public.
Looking to examine whether Americans have benefited from the legislation, host Taylor Popielarz asked Cusack what he had learned about who is gaining economically from the bill, and whether Republicans have effectively messaged it so people are taking advantage of its provisions.
“One of the things I think that they benefited from is that they made the taxes and tips provision, which is the headline of what they talk about in this massive bill,” Cusack said on C-Span’s Washington Journal Monday.
The One Big Beautiful Bill Act, which reduces taxes, adjusts spending across various federal programs, raises the statutory debt limit, and addresses agencies and programs throughout the federal government, was intended to extend the expiring 2017 tax cuts permanently while funding new economic initiatives.
“They made them retroactive, so a number of the principals that we interviewed, including Steve Scalise, the majority leader, said he has heard anecdotally that a lot of people who make their money on tips, not millionaires and billionaires … have noticed a difference in their refunds,” Cusack said.
Cusack pointed to working Americans who may not have previously received refunds, noting the legislation’s appeal depends on individual circumstances. “People who are not used to getting refunds are getting refunds. Overall, that is a big deal. But it also depends on your situation. Are you married? How many kids do you have?”

Cusack emphasized that many Republicans want Trump to spend more time promoting the legislation to voters in hopes of avoiding the same fate as Democrats.
“Republicans have a long way in trying to bring this home, and they desperately want the president to talk about it more. But as you know, he likes talking about immigration and other stuff. And they really want him to focus on this,” Cusack said.
