The FBI on Friday arrested Ian Brinksman, a CIA contractor, on charges of unlawfully transmitting national defense information. Brinksman, 42, was taken into custody following a search of his Washington D.C. residence.
According to the Justice Department, Brinksman began working in 2020 as an employee of a U.S. government agency based in the Eastern District of Virginia. In September 2022, he became a systems integration developer for a private contractor, identified in court filings as “Company 1,” that supported the same agency.
Throughout this period he held a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). CIA Director John Ratcliffe stated that Brinksman “provided services to CIA” and that the investigation followed a referral from the agency.
An FBI affidavit sworn by Special Agent John W. Althen alleges that Brinksman had an ongoing personal relationship with an individual identified only as “Individual 1,” who maintains a Substack publication focused on “reporting on Congress, War, and political economy.” A September 2026 fundraising article by Individual 1 stated that “over the past year [Individual 1 has] published reporting based on classified [relevant U.S. government agency] assessments that I believe the public deserves to know about.”
Individual 1’s social media profile included a public comment stating, “I also accept leaks.” Phone records cited in the affidavit show more than 800 calls or attempted calls between Brinksman and Individual 1 in 2026. A report from Reuters later matched the quoted fundraising language to a September 28 post from the Capital & Empire newsletter, which seemingly identified Individual 1 as journalist Aída Chávez.
Aida Chavez is not named in the criminal complaint.

The affidavit describes five instances between March and October 2026 in which Brinksman accessed classified intelligence reports marked Top Secret and SCI from a restricted database. These reports were outside the scope of his assigned duties.
In each case, investigators noted communications with Individual 1 shortly before or after the access, followed by the publication of a Substack article containing similar content.
An original classification authority confirmed that the articles contained classified information reflecting the reports, up to the Top Secret level. One documented sequence occurred on March 11, 2026, in Individual 1 called Brinksman at approximately 8:41 a.m. He then accessed a Top Secret report at 9:09 a.m. and again at 10:01 a.m., after which an article matching the content appeared later that day.
Prosecutors noted that Brinksman was one of no more than six people who accessed the relevant Substack page from the government facility during the period.
“National defense information is classified to protect the American people from bad actors around the world who wish to do us harm. The details alleged in this affidavit reflect the behavior of a government contractor who exempted himself from a federal law governing the protection of classified information. The Department of Justice will continue prosecuting individuals who leak classified information and put our national security at risk,” U.S. Attorney General Todd Blanche said in a statement following the arrest.
